From a former building of the Imperial Naval Academy, the Landeshaus in Kiel developed into a modern parliamentary building. Since 1950, the Schleswig-Holsteinischer Landtag has convened here. As a visible symbol of transparent democracy and at the same time a reminder of the building’s maritime history, the glass plenary chamber projecting toward the Kiel Fjord was added in 2003.Due to an increasing number of disruptions caused by outdated media technology during parliamentary sessions, the State of Schleswig-Holstein decided to comprehensively redesign the technical systems dating back to 2002/2003. Both the committee rooms and the plenary chamber were modernized in the existing building in compliance with heritage protection regulations. The entire audio, video, conferencing, and interpreting technology, as well as the media control system, were completely redesigned.In addition to the active systems, the existing cable infrastructure was also replaced to ensure reliable signal transmission. Redundancy concepts with near-100 percent availability guarantee highly reliable operation in the plenary chamber. Furthermore, audio and video signals are transmitted to additional rooms throughout the building, along with a building-wide distribution of the plenary debate audio. Centralized recording of the sessions and user-friendly operation without the need for specialist technical knowledge were further key planning objectives.
